Higa, Chairman and Members of the Hawai'i County Council Hawai'i County Council 25 Aupuni Street Hilo, Hawai'i 96720 Re: Operating Budget The State of Hawai'i Legislature enacted Act 160, Session Laws of Hawai'i 2006, known as the Supplemental Appropriations Act of 2006, which in part, appropriated $1,000,000 to the County of Hawai'i for the purpose of controlling coqui frogs. These funds will be utilized for the following: 1. Fund efforts to address coqui frog infestations, including incipient populations, and provide assistance to communities. 2. Fund community organizations and community associations' coqui frog efforts through the community mini-grant program where recipients receive up to $5,000 per award to address coqui frog infestations in their neighborhoods. 3. Fund Coqui Frog Work Group partners' efforts via field operations, research & development, public education & community outreach, and plant quarantine & nursery inspections. Pursuant to Act 160, the County will prepare a report that will focus on whether the coqui infestation on the island of Hawai'i can be controlled, stopped from expanding, reduced, or eradicated, and including project timetables, projected expenditures, potential volunteer/community contributions of time and funds, and coqui population targets over time; and that it be submitted to the legislature no later than twenty days prior to the convening of the 2007 regular session. YO Chairperson l Board of Land esourc Subject: Interdepart mental Delegation and Transfer of Special Fund Appropriations for the Purpose of Coqui Frog Control, as Authorized by Act 160, SLH 2006, Section 19.5 We respectfully request your approval to delegate and transfer special funds from the Department of Land and Natural Resources (DLNR) to the Department of Agriculture (DOA) and to the County of Hawaii for the purpose of carrying out the requirements of Section 19.5, Act 160 SLH 2006, for the purposes described in the Act. Act 160, SLH 2006, appropriated $2,000,000 in natural area reserves management special funds for fiscal year 2006-2007 for the purpose controlling coqui frogs. Section 19.5 provided that the distribution of this funding would be as follows: (1) $500,000 for fiscal year 2006-2007 shall be expended by the department of land and natural resources for coqui frog control and eradication on the islands of Kauai ($50,000), Oahu ($50,000), Maui ($100,000), and Hawaii ($300,000); (2) $1,000,000 for fiscal year 2006-2007 shall be expended by August 1, 2006, as a grant to the county of Hawaii for coqui frog control and eradication; and (3) $500,000 for fiscal year 2006-2007 shall be transferred by August 1, 2006, to the department of agriculture for coqui frog control and eradication, including research; f ~ Subject: Interdepartmental Delegation and Transfer of Special Fund Appropriations for the Purpose of Coqui Frog Control, as Authorized by Act 160, SLH 2006, Section 19.5 Page 2 The Department is directed to complete this transfer to the Department of Agriculture and to the County of Hawaii before August 1, 2006.
