Dear Ms. Pogoraelski:
Thank you for mailing to me the 25-page report on the EPA
grant to Puna Malama Pono, an anti-geothermal activist
group on the Eiq Island of Hawai i. It was post-marked
October 27 and I receive$ it October 31, 1997.
The report provided me with considerable information, but
I was unable to glean from it some of the questions I have
concerning how the $20,000 in government grant money was
expended.
My Oct. 2H letter to you posed a number of inquiries,
including:
what conditions $id EPA set forth to the grantees?
Describe the oversight EPA imposed on the grantees.
were any of the grantees paid for their activities?
what company leased equipment to the grantees? Did
EPA approver the monitoring equipment lease?
who/how were grantees trained in the use of this
type of sensitive equipment?
was a neutral third party present to verify location
an8 accuracy of air monitor readings? Zf so, who
and what are their credentials?
How did or will EPA use the ittfarmation provided in the
report?
How did this information correspond with other sources
of such information?

In other words, I would appreciate receiving from EPA a
details breakdown of how the $20,000 was expended and what
benefit or purpose this expenditure of public funds

I note from the 25-page, $20,o0u report that Puna Malama
Porto may be seekiaq other EPA grants £or continuing air
and noise monitoring programs. Has this organisation
formally requested additional grant money?
8lnally, is EPA grant money available to organizations
ooncerned about the environment, the economy, energy
self-sufficiency, global greenhouse Curtailment,
geothermal royalties for the state of Hawaii, County of
Hawaii and the Offiee oP Hawaiian Affairs, or any
organization which is Pro-geothermal? If so, please
advise on how to apply for such grants.
