Debina a licensed real estate broker and owner of 809 Hawaii Real Fatale, Inc, and a long tetra resident of Kona (horn and raised). J am Jim Pescatore and a licensed real estate agent in the state of Hawaii. We are very aware of Ili reasons why Chairman Pilvgo may be proposing this moratorium since we also "endure" the current horrible traffic conditions that plague this area. We arc also very aware of the high cost of housing in Kona and propose that the base cause of this is a lack of inventory of residential properties and the land on which to build them. We are writing h) voice our oppnsi- tion to Resolution 381-06. We oppose this resolution on two bases: 1. Thera is no evidence to suggest that a development moratorium has ever had any positive impact except to evcalale properly prices even further and thus drive luwrr/middle income 4anvlies even further from facilities and jobs. Phis olTcol has bean well documuntcd in areas like Santa Barbara, CA, Sante Ce, NM and Boulder, Colorado where "no growth" laws have done.just this. We know that we are already in the midst of u housing crisis for the "working homeless" where paid workers have no place to live. As well we believe that the trickle down ellect of a moratorium on our local economy could be disastrous particularly when it is added to dic rceenlly reported national economic slowdown. 2. '['here is no defined "end" hr the CDP process since it. makes little sense to adopt a "Kona" plan until the remainder of the district plans arc etmmplelyd and integrated into the Hawaii Island General plan as they need to bc. Thus this ordinance could paralym the Kona region for years and just provide a farther excuse for not bringing the Kona inl}aslruclure up to ils required level. That said we would certainly support the inatiu.rioo ofa more critical analysis of the traffic/intrestmcture. im- pact of any rezoning appliontiom. Thank you for this opportunity to testify and Itwk forward to continuing to work together fora better ttawan Island. Sinu~rcly, Derek F Dehina D Jim I'mcaturc R(S) I 808 Hewaii Real Estate.
