re:Resolution 381-06 Draft 4 delays Action on Zoning Requests
I commend the Committee for the changes made in Draft 4 of this Resolution and write in support.
In earlier testimony I was less sure of the benefit of a temporary pause in Council actions on rezoning
applications.
Since the request for more-of-the-same resort zoning has surfaced at Honokohau, where our Regional
Plan deems it unsuitable, it is clear situations can arise where we may not control our own development,
from within the County, to the extent we should.
That one request is a good illustration of the need for overall vision; balancing the legalities of our
separate processes, project by project, with the hunger in our community for smart, healthy development
that generates a sound economic base.
A limited time-out, while the Kona Community's Development Plan (KCDP) is finalized is a good idea
and will, in the long run, benefit each individual developer investing in our community.
