Clearly a large number of Island residents have signed the petition and wish it to be on the ballot. It is correct for the Council to grant a determination of sufficieney for the petition filed by the Save Our Lands Committee calling on the County to allow Island voters to decide whether to pass an initiative to amend Chapter 2, Article 42, Hawai'i County Code Relating to Public Access, Open Space, and Natural Resources Preservation Fund. We also wish to extend a big "Mahalo" to Chairman Higa for sponsoring Bill 315. This Bill as it is written now, meets the objectives for which we have all been working. Because there may delays in passing Bill 315 or changes to the bill that may not be acceptable to the Save Our Lands Committee, we strongly urge you to pass both Resolution 410-06 and Bill 315. The people of North Kohala have over a 30-year history of working to protect their coast makai of Akoni Pule Highway. There have been many petitions, resolutions and plans at the State and County level calling for permanent protection of this unique coastal area. The missing tool to working cooperatively with landowners to gain permanent protection has been a local funding source with which to leverage other funding. Passing Resolution 410-06 and Bill 315 is aligned with North Kohala's 30 years of work to preserve coastal open space. We strongly urge you to support these measures.
