RESOLUTION NO. 428 O6
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the only public restroom facilities for the downtown Honoka`a area are
located at the Honoka`a Pazk and Sports Complex; and
WHEREAS, for many, these facilities are not within reasonable walking distance of
Mamane Street, Honoka`a's main street; and
WHEREAS, this lack of reasonably accessible public restrooms has led to use of private
restrooms located within businesses along Mamane Street; and
WHEREAS, several business owners along Mamane Street are concerned about public
usage of their private restroom facilities; and
WHEREAS, the continued use of private restrooms by the public will only exacerbate
large capacity and gang cesspool concerns as the Environmental Protection Agency has
mandated that all lazge capacity and gang cesspools be closed by September 1, 2010; and
WHEREAS, there aze 37 confirmed properties and up to approximately 60 to 70
unconfirmed properties with large capacity cesspools within Honoka`a town; and
WHEREAS, the potential location of the ADA compliant portable toilet will be at the
Raleigh Martin pazking lot, a County pazking lot located centrally along Mamane Street and
maintained by the Department of Public Works; and
WHEREAS, the Department of Public Works is in concurrence with this transfer and has
agreed to the potential location of this ADA compliant portable toilet; and
WHEREAS, at least one parking space at the Raleigh Martin pazking lot will need to be
sacrificed to house this ADA compliant portable toilet; and
WHEREAS, members of the community, including the Honoka` a Business Association
have been contacted and have approved of this loss of a pazking space, recognizing the need for
this ADA compliant portable toilet.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount is hereby transferred and appropriated as set forth
below:

BE IT FINALLY RESOLVED that the County Clerk shall forwazd a copy of this
resolution to the Director of Finance and that the Director of Finance is hereby authorized to
make the necessazy transfers in accordance with the terms of this resolution.
