RE: Acquisition by the County of Hawaii of TMK 3-4-8-004-006, Waipi`o Lookout Point
(Rice property).
Enclosed is a resolution requesting that the mayor enter into negotiations for the acquisition of
TMK 3-4-8-004-006, Waipi`o Lookout Point (Rice property). This request is based on findings
of the Public Access, Open Space, and Natural Resource Preservation Commission and protocols
as established by Chapter 2, Article 42 - Public Access, Open Space, and Natural Resource
Preservation Fund, Hawaii County Code 1983 (2005 Edition, as amended).

RE: Resolution No. 427-06 Regarding request that the Mayor enter into negotiations
for the acquisition of TMK 3-4-8-004-006, Waipi`o Lookout Point (Rice property).
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
