Angel Pilago Council Member, District 8 RE: Bill 309, Draft 2 (An Ordinance Amending the Hawai'i County General Plan, as Adopted by Ordinance No. 05 25.) Attached for your consideration is Bill 309, Draft 2 that sets forth amendments approved by the Committee on Planning at its July 31, 2006 regularly scheduled meeting and its continued meeting that reconvened on August 1, 2006 at 1:30 p.m. At the July 31, 2006 meeting the Committee unanimously approved Council Vice Chair Virginina Isbell's motion to bifurcate Communication 964 transmitting Bill 309. Bill 309, Draft 2 reflects the following: PROPOSED AMENDMENTS TO THE LAND USE PATTERN ALLOCATION GUIDE MAP Deletes the following proposed amendments to the LUPAG Map: "A-1" Rural to Medium Density Urban (Ainaloa Blvd. - PUNA) "A-2" Rural to Medium Density Urban (Orchidland Dr. - PUNA) "B-2" Rural to Medium Density Urban (Hilo Changes) 'B-3" Low Density Urban to Important Ag. Lands (Wainaku Area) LAND USE Deletes the following: Page 14-12, Table 14-5. Urban, Rural, Industrial & Resort Areas by District. PUBLIC FACILITIES - Protective Services Deletes the word "Analysis" in the title of 10.3. and replaces it with the word "Description". The proposed amendment otherwise remains unchanged. 1 6q Comm. Higa, Chair, and Council Members August 11, 2006 Page 2 of 3 Amends 10.3.2 Policies, paragraph (i), by deleting the words "funding of two" as noted below. "10.3.2 Policies: (i) Maintain [funding of two] an appropriate number and type of emergency [medical] helicopters, including appropriate aero medical capabilities." PUBLIC FACILITIES - Health And Sanitation Deletes the word "Analysis" in the title of 10.5.1 and replaces it with the word "Description." The proposed amendment to 10.5.1 otherwise remains unchanged. "10.5.1 Introduction And [Analysis] Description, Hospitals and Related Facilities:...." TRANSPORTATION - Roadways PUNA, 13.2.5.1.2 Courses of Action. Adds "or modern roundabouts" at the end of the proposed amendment (c), to read as follows: "(c) Encourage the State to widen Highway 130 to four lanes with a median and channelized intersections or modern roundabouts." SOUTH KOHALA, 13.2.5.6.2 Courses of Action. Deletes the word "or" from "and/or" and deletes the word "an", as noted below. The proposed amendment otherwise remains unchanged. "(i) Extend Paniolo Drive in Waikoloa north to intersect with the Kawaihae Road and the proposed Waimea-Kawaihae Road, and[/or] build a road connecting the northern end of Paniolo Drive to the Queen Kaahumanu Highway to provide [an[ alternate access to Waikoloa Village. NORTH KONA, 13.2.5.7.2 Courses of Action. In subparagraph C (r), replaces the word "from" with the word "between" and replaces the word "to" with the word "and," and after Captain Cook, adds "as a Scenic Corridor, with limited access and without commercial development," as noted below: "(r) Construct the Mamalahoa Bypass Highway [from]between Keauhou [to]and Captain Cook as a Scenic Corridor, with limited access and without commercial development...." PLAN IMPLEMENTATION - 15.3 Annual Report The proposed amendment to delete 15.3 Annual Report failed by a 3/3 vote of the Committee and therefore remains within the Plan Implementation section of the General Plan. Higa, Chair, and Council Members August 11, 2006 Page 3 of 3 ROADS - MAP A: The Committee unanimously approved Roads - Map A, excepting a portion of University Drive to the Mamalahoa Highway which the Planning Director advised would be noted on Map A. ROADS - MAP B: Planning Director noted that extension B-5 is Puapuaanui Street that goes by Pualani Estates Subdivision and connects up with Hualalai Road. The Director noted he will reflect on Map B, that the B-5 extension is complete. The Committee unanimously approved Roads - Map B.
