Subject: County Resolution No. 383-06
A Resolution to Initiate Interim Amendments to the General Plan for Lands Adjoining
Honokohau Harbor at Kealakehe, District of North Kona
Aloha Chair Higo and members of the County Council,
I am testifying in support of County Resolution No. 383-06. I am in favor of directing the
Planning Director to conduct a study to determine the feasibility of amending the General
Plan.
I am in favor of good planning and this process allows the planning department to conduct a
feasibility study and allows for public input into the process as well.
I am excited about many aspects of Jacoby Development's Kona Kai Ola plan. I am in favor
of an expanded marina and of course, our community needs and wants the needed road
infrastructure included with this plan.
Jacoby Developments plan to extend Kuakini Highway through Queen Liliu'okalani Trust
Lands to Kealakehe Parkway is indeed a plus for us all.
This new road will provide one piece of the puzzle to solve our traffic problems.
I drive Kona's roads every day and complain about the traffic like everyone else. Putting in a
new road to connect Kuakini Highway near the Old Airport Park to Kealakehe Parkway will
certainly provide an opportunity to traverse around Kona without going on Queen Ko'ahumanu
Highway.
I'm excited about the 136 acres of green space, open space, public space, view corridors
and shoreline park. I'm also happy with the project's 400-foot setback from the shoreline
too.
Although I am in support developing the parcel I do have serious concerns with the density
of the project and am not in favor of the amount of timeshare and hotel units which are
currently being planned. I understand the general financial economics of projects like this
and perhaps reducing the size of the expanded marina will allow the project to proceed with
less density that would equate to less hotel and time share units and more open space.
