Subject: County Resolution No. 383-06
A Resolution to Initiate Interim Amendments to the General Plan
for Lands Adjoining Honokohau Harbor at Kealakehe, District of North Kona
Chair Higa and members of the County Council:
I am testifying in support of County Resolution No. 383-06. 1 am in favor of directing the
Planning Director to conduct a study to determine the feasibility of amending the General Plan.
The land area surrounding Honokohau Harbor was previously in urban and resort prior to
the adoption of the present General Plan in February 2005. This interim General Plan
amendment will merely restore what was taken away early last year.
I support good development that will expand the marina. The West Hawaii community
has clamored for this expanded marina for many years and it is evident that government funds
would not be available for this purpose.
Starting this process now will also help to create jobs over the next 10 to
15 years for the long term growth of the community. Good economic health leads to strong
communities.
This new development will also contribute to the infrastructure of the emerging growth
hub north of Kailua that has the opportunity to grow into a new economic and activity center for
North Kona and all of West Hawaii. We need to have more partnerships of this nature to solve
community infrastructure deficits.
Please join me in supporting this resolution directing the Planning Director to conduct a
feasibility study of amending the General Plan.
