Subject: Support for Resolution No. 383-06, A Resolution
to Initiate Interim Amendments to the General
Plan for Lands Adjoining Honokohau Harbor at
Kealakehe, District of North Kona
The Department of Hawaiian Home Lands (DHHL) strongly
supports this resolution directing the Planning Director to
conduct a study to determine the feasibility of amending the
General Plan and the General Plan Land Use Pattern Allocation
Guide Map to include Open, Resort, and Urban Expansion area
designation within the lands adjoining Honokohau Harbor at
Kealakehe, North Kona.
DHHL has entered into a long term general lease with Kona
Marina Development Group LLC, a subsidiary of Jacoby
Development, for the development of our 200-acre parcel at
Kealakehe. The Department of Land and Natural Resources (DLNR)
has also entered into a Development Agreement with Jacoby
Development for approximately 250 acres adjacent to our lands.
As DHHL owns most of the mauka Kealakehe lands in the
Villages of Laiopua in addition to the 200 acres near the
Honokohau Harbor, the proposed plans for a mixed-use development
including associated resort development, is an integral part of
a master-planned community concept that promotes self-

sustainability and provides for our beneficiaries and the
residents an opportunity to live, work, learn, and play within a
new vibrant community.
Because residential development will not be allowed on
these State lands, the resort designation is a pivotal economic
element in the proposed development, operation and maintenance
of the new marina, and the mixed-use development surrounding it.
Thank you for allowing DHHL the opportunity of providing
this Hawaii County Council with our support of Resolution #383-
06.
