Chairperson James Y. Arakaki and Members of the Hawaii County Council:
My name is Manabu Kimura and I am the State's Chief Negotiator. I am
here today to request your favorable consideration of the cost items required to
fund the Bargaining Units 03 and 04, 1997-1999 Collective Bargaining
Agreements.
While I can sincerely understand the fiscal concern of Hawaii County,
permit me to offer an expressed concern of the gravity of your decision today
on the issue of approving the pay raise negotiated for all non-supervisory and
supervisory white collar employees in all five governmental jurisdictions of the
State of Hawaii.
I'm sure that you have considered the many concerns of the County of
Hawaii and we certainly do not believe that your actions to be a perfunctory
one. We do believe, however, that the negotiated settlement was a fair one in
spite of the many fiscal constraints that we in government face today. This
settlement reflects essentially what was already agreed to with the Fire
