Higa, Chair and Members of the County Council % HAWAI'I COUNTY COUNCIL 25 Aupum Street Hilo, HI 96720 Dear Chair Higa and Members of the County Council: SUBJECT: GENERAL PLAN BILL 309 At the Council's Planning Committee meetings on July 31 and August 1, I suggested that if the Council approved the proposed General Plan amendment deleting the "Annual Report" currently required by sec. 15.3 of the General Plan, I would propose an annual report to the Council by the Planning Director more closely related to land use issues. This letter is meant to give more substance to that proposal, I would suggest that the Planning Department be required by Council resolution to give an annual report of land use changes on the island, and that this report would be put on the Council Planning Committee agenda for discussion. The annual report would summarize, for the past year: • Rezoning actions • State land use boundary amendments • General Plan amendments • Special permits, use permits, and SMA permits granted by the Planning Commission e Comm. Higa, Chair and Members of the County Council HAWAI'I COUNTY COUNCIL Page 2 August 21, 2006 • Major new subdivisions approved or applied for • Overview of building permit activity • Major projects pending approval • Status report on major projects approved in past years • Other land use information and trends This kind of annual report would give us a chance to review and reflect upon what we have been doing as a county in the land use area. Too often we deal with these issues only on a rezoning-by-rezoning basis, and do not look at the big picture of what we are doing overall. I had also mentioned a summary of progress toward approved CIP projects, but that is already the subject of a report from the Department of Finance. I would be happy to discuss this further at the Council meeting on the interim General Plan amendments.
