Council Member SUBJECT: Proposed Bill 309, Draft 3 - Interim General Plan Amendments Attached for the Council's favorable consideration at its August 23, 2006 meeting is proposed Bill 309, Draft 3, which adds language to Section 2 of the bill, to clarify the Council's intentions regarding LUPAG amendment E-4. The proposed language makes explicit that the proposed re-designation of land around Honokohau Harbor from the Open to the Urban Expansion district will not authorize a resort in this location. A resort would require a separate "Resort" LUPAG Map designation. Bill 309, Draft 3 adds the following language to Section 2: "SECTION 2. The attached document includes amendments to the text, policies, courses of action, Land Use Pattern Allocation Guide (LUPAG) Map, and Facilities Map. LUPAG Amendment E-4 shall not be construed to authorize a resort, because a resort would be a separate LUPAG Map designation." I would like to recommend that the Council file Bill 309, Draft 2, and consider Bill 309, Draft 3 at its August 23, 2006 meeting.
