RESOLUTION CREATING A BUSINESS MANAGER POSITION, A CONTRACTS
TECHNICIAN POSITION, AND A CLERK III POSITION FOR THE DEPARTMENT
OF ENVIRONMENTAL MANAGEMENT
WHEREAS, the Department of Environmental Management, created by a 2000 County
Charter Amendment, was the last department to be added to the Executive Branch of the County
of Hawaii; and
WHEREAS, as the Department continues its efforts to establish the necessary staffing
levels, it has determined there are needs for a higher level of administrative and fiscal oversight,
specialized assistance in developing and processing contracts, and more contract handling
assistance; and
WHEREAS, to best fullful these staffing needs, a Business Manager position, a Contracts
Technician position, and a Clerk III position are being created for the Department of Environmental
Management's Business Services Section; and
WHEREAS, a Business Manager position will provide oversight of the personnel functions,
direct supervision of the accounting staff, collections, ensuring state procurement laws are followed
in a timely manner; as well as continuing to refine policies and procedures for personnel,
accounting, contracting, and accounts receivable; and
WHEREAS, a Contracts Technician position will provide specialized assistance in
developing and processing contracts since with contractual services comprising around 50% of the
Department's operating budget, it is important that contracts are executed in a timely manner and
in compliance with procurement rules; and
WHEREAS, a Clerk III position would work with the newly requested Contracts Technician
position to process contracts, distribute them, and maintain the files; as well as provide general
clerical assistance for the Department's Administration; and
WHEREAS, there will be sufficient funds in the Environmental Management Regular
Salaries and Wages account (010.671.5671.01.011); and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...for which appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that a Business Manager, EM-03, position; a Contracts Technician, SR-15, position; and
a Clerk III, SR-10, position; be created for the Department of Environmental Management's
Business Services Section.
BE IT FURTHER RESOLVED that there will be sufficient funds in the Environmental
Management Regular Salaries and Wages account (010.671.5671.01.011).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Environmental Management, Finance, and Civil Service.
