RESOLUTION CREATING AN ADMINISTRATIVE SERVICES ASSISTANT
POSITION FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT'S
SOLID WASTE DIVISION
WHEREAS, the County of Hawai`i's Legislative Auditor's Office, pursuant to Council's
Resolution No. 168-05, conducted an audit of the County of Hawai`i's Recycling and Diversion
Grants Program; and
WHEREAS, within the audit, it identified insufficient staff to prepare the numerous contracts
for transfer station enhancements and recycling efforts; and
WHEREAS, the Solid Waste division does not have any clerical support for the Division
Chief, Superintendent, Engineer and four Recycle Program staff; and
WHEREAS, by creating an Administrative Services Assistant, SR-13, position, within the
Department of Environmental Management's Solid Waste Division, it will augment the current staff
and will primarily be responsible for reducing issues that were identified in the audit; and
WHEREAS, the position will perform a variety of administrative, technical, and clerical
services to support the operations and special programs; and
WHEREAS, there are sufficient funds in the Solid Waste Fund's Landfills Regular Salaries
and Wages account (085.601.5604.01.011);and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that an Administrative Services Assistant, SR-13, position be created for the Department
of Environmental Management's Solid Waste Division.
BE IT FURTHER RESOLVED that there are sufficient funds in the Solid Waste Fund's
Landfills Regular Salaries and Wages account (085.601.5604.01.011).
BE IT FURTHER RESOLVED that a copy of this resolutibn be transmitted to the
Departments of Environmental Management, Finance, and Civil Service.
