Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $20,000
from the Fund Balance Reserved for Liquor Control account to the Department of Liquor
Control's public programs account. These funds will be used to conduct programs for the
public which promotes compliance to liquor laws. These will include educational programs,
youth programs, enforcement training, and promoting responsible drinking and driving.
If there are any questions, please do not hesitate to call the Department of Liquor Control.

A. REQUEST:
The Department of Liquor Control would like to appropriate $20,000 into our account as follows:

*Funds can be derived from our Fund Balance Reserve Account #3501.31 Liquor Fines
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We are requesting funds from our fine monies for programs to promote compliance to liquor laws.
Programs would include education, youth programs, enforcement training, and promoting responsible
drinking and driving.
Attached is one program we would like to sponsor and implement.

PUBLIC PROGRAMS
List of anticipated programs
1. The Drug, Alcohol and Tobacco (DAT) Awareness Program
The Big Island Interscholastic Federation (BIIF) is comprised of 17 private and
public high schools. In collaboration with the Department of Liquor Control and
the Hawai'i County Project PAU Advisory Council, the athletic directors of the
BIIF are planning a second DAT (DAT 2) awareness program in November
2006.
Based on a similar program in the Oahu Interscholastic Association, the
DAT program is comprised of a leadership workshop for student-athlete leaders
who commit to conduct teach-ins in their feeder schools. The Reach Out Now
curriculum, developed by the Substance Abuse and Mental Health Services
Administration, is used in these teach-ins. The athletic directors and students
are responsible to select which schools they will conduct teach-ins. The goals of
this program are:
• To acknowledge and encourage the use of the student-athletes'
leadership positions and the opportunity of athletics to convey a
positive message to youths; and
• To encourage the modeling/mentoring by student-athletes in
prevention efforts related to use of drugs, alcohol and tobacco.
The Department of Liquor Control will provide funding for this workshop.
