Re: Resolution Creating Position
Enclosed is a resolution creating a Civil Engineer IV position for the Department of Public
Works. This position is essential to achieve the departmental goal of providing
improvements to County roads, flood control and public service facilities to support the
public's transportation and safety needs in a timely manner. The purpose of this position is
to increase the Department of Public Works' ability to deliver Capital Improvement Program
(CIP) projects and design services for its Highway Maintenance, Traffic, and Building
Divisions since there is an anticipated steady source of CIP funding combined with Fuel Tax
revenues to back future proposed projects. It's their goal to double the number of projects
they can contract out each year for the next 10 years or until they can catch up with the
County's deteriorating and inadequate infrastructure; and

A resolution to establish and fund the following position in the Public Works Engineering

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The requested position is one of two Civil Engineers requested during the Fiscal Year 2006-2007 budget
process. Due to a misunderstanding of the intended request by the Council, only one position was
approved and established for the Administration Division. The purpose of these positions is to increase
the Department's ability to deliver Capital Improvement Program projects and design services for
Highway Maintenance, Traffic and Building Divisions. When developing our overall County CIP program
and considering the County's ability to fund projects, it is estimated that the County will need to fund at
least $10 million in bonds each year for the next 10 years. Currently, 2004 $47 million and 2006 $25
million bonds have been authorized to fund CIP projects. We also anticipate 2007 being $10-$25 million
bonds. With this steady source of CIP funding, combined with Fuel Tax revenues to leverage Federal
Highway funds, our goal is to be able to double the number of projects we can contract out each year for
the next 10 years or until we can catch up with our deteriorating and inadequate infrastructure. As more
and more CIP project are approved and funded through use of Fuel Tax and with County Bonds, projects
previously approved for making infrastructure improvements may be left undone without additional
manpower.
Funds are available, as the one approved position that has been established, funding was included for
both positions to be recruited and hired in January 2007 (6 months each).

sense in light of Konno decision intent.

1. Designs and assists in the design of bridges, culverts, retaining walls, tunnels, highways, sidewalks, drainage 25%
structures and channels, and other civil engineering improvements; including site, grading, and construction
plans. Work includes establishing and computing horizontal and vertical alignments; load and stress analysis;
sizing, proportioning, and dimensioning structures; hydrological, hydraulic calculations for the design of

2. Assists in preliminary engineering investigations for project development, including feasibility, economic, land 20%
use, and environmental studies. Prepares appropriate assessments, recommendations, and reports. (1)(2)
3. Responsible for the preparation and processing of contract documents; consisting of final plans, 15%
