Testimony of Paul Panui Unit 03 emolovee speaking in favor of Resolution 185-97 relating to
funding of cost items for baraaininE units 03.04. 63 and 84
My name is Paul Panui, and I am a Marine Cargo Specialist working for the State of Hawaii,
Department of Transportation, Harbors Division. I work at the Hilo Harbor, and my position is
primarily responsible for pier utilization services.
In my job, I do all the scheduling of whatever comes into the harbor---whether it's a yacht, the barges,
any pleasure crafts, passenger ships, cargo ships, military ships. You name it, if it comes into Hilo
Harbor I've had more than something to do with it. I prepare the documents that are sent to the various
companies who utilize Hilo Harbor for purposes of collecting dockage fees, passenger fees, and port-
of-entry fees. Cruise ships alone generated revenues of over $15 million dollars in 1997. In 1998 we
anticipate $25 million dollars. I work under the District Manager, and I have no subordinates to assist
me. I am grateful for our office staff that provides clerical support. The office staff and I, although our
duties are quite different, are all in Unit 03.
We ask that you please fund the pay package items that are before you today. We work hard, we work
diligently and we do our best to work efficiently. You have to---with as small a staff as ours. Thank
you for your time.
