As we have noted in previous testimony on other proposed policies, it is critical that a comprehensive review be
conducted of both the stimulus (i.e. growth management) and response (i.e. the tools available that have
allowed other jurisdictions to successfully manage growth and its related issues). It is equally important that
such a review be followed by commitment and discipline to fund and construct necessary infrastructure.
HLPC is also concerned that the proposed exemption for affordable housing projects is too narrow. At
100% it creates exclusionary rather than inclusionarv housing and at only up to 120% of median, will
further exacerbate the gap faced by our workforce.
As always, the Hawaii Leeward Planning Conference has and will continue to seek opportunities to partner with
the Council and others to identify tools such as tax increment financing and improvement districts for
consideration and where appropriate, implementation, to best ensure sound planning, wise use of resources,
effective government process, and long-term benefits for our community.

HLPC recognizes the need to address current infrastructure deficiencies and contends that although well-
intended, in fact unless comprehensively thought through and implemented, that "Concurrency" requirements
often inadvertently exacerbate the very challenges facing the community such as infrastructure, fire/rescue
response time, schools and other public facilities. As we have noted in previous testimony on other proposed
policies, it is critical that a comprehensive review be conducted of both the stimulus (i.e. growth management),
and response (i.e. the tools available that have allowed other jurisdictions to successfully manage growth and its
related issues). It is equally important that such a review be followed by commitment and discipline to fund and
construct necessary infrastructure.
HLPC is also concerned that the proposed exemption for affordable housing projects is too narrow. At

HLPC has and will continue to seek opportunities to work with the County and others to identify financing

resources, effective government process, and long-term benefits for our community.
