Your Committee on Finance, to which was referred Bill No. 316, reports as follows:
Bill No. 316, transmitted by Director of Finance William Takaba, via Communication No. 992,
dated July 14, 2006, amends Ordinance No. 06-80, as amended, the Capital Budget, ending
June 30, 2007, by adding the following project:
PUBLIC WORKS:
Mamalahoa Highway Improvements 110-399-5394.53 $142,000
(Mud Lane to Waimea Town)
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $142,000
Fund Balance and/or other Sources
Funds will be used for resurface roadway -Mud Lane to Waimea Town. Due to the excessive
cost for paving materials, the past project appropriations were devoted entirely to the paving
work, making funds unavailable for the needed striping work. This project, involving the
resurfacing of roadway from Mud Lane to Waimea Town, is very critical for safe travel from
West Hawaii to East Hawaii.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 316 and
recommends it pass first reading.
