SUBJECT: Resolution 419-06, Draft 3, Requesting the Dep t r>~ient of Research and Development
and Its Economic Development Committee to Prepare a Hawaii County Energy
Sustainability Plan
Attached for the Council's favorable consideration at its September 7, 2006 meeting is
proposed Resolution 419-06, Draft 3 with the following amendments per discussion at August 22,
2006 Committee on Human Services and Economic Development meeting.
Draft 3 makes factual corrections to the first "whereas" clause of the resolution, to clarify
that air, sea, and ground transportation on Hawaii Island consume approximately 122 million
gallons of fuel per year. This clarification was submitted by Department of Research and
Development staff, as follows:
"WHEREAS, currently Hawaii Island imports 87 per cent of its energy
in the form of fossil fuels, and air, sea, and ground transportation alone consumes
approximately [W] 122 million gallons of fuel per year; and"
Draft 3 also includes two additional "whereas" clauses to specify that the Department of
Research and Development has requested a $90,000 allocation to fund the Hawaii County
Energy Sustainability Plan, and that Council Member Pete Hoffmann will contribute $65,000
from the District 9 contingency relief account, as follows:
"WHEREAS, the Department of Research and Development has requested
a total allocation of Ninety Thousand Dollars ($90,000.00) for fiscal year 2006-
2007, to support the development of the Hawaii County Energy Sustainability
Plan; and

WHEREAS, Council Member Pete Hoffmann has agreed to fund the
maiority of these costs and contribute the amount of Sixty-Five Thousand Dollars
($65,000.00) from the District 9 contingency relief account."
Finally, Draft 3 provides additional time for the Department of Research and
Development to complete the Energy Plan, and calls for periodic progress reports,
completion of the draft Energy Plan within 12 months, and completion of the final Energy
Plan within 18 months of the passage of the resolution, as follows:
"BE IT FURTHER RESOLVED that the Director of Research and
Development is requested to submit to the Hawaii County Council periodic
progress reports on the status of preparation of the Hawaii County Energy
Sustainability Plan [A h_,.,. (3) months and at six (6) months f em the passage-of
this eselutien]; a draft Hawaii County Energy Sustainability Plan within [ten
(1-0)] twelve (12) months of the passage of this Resolution; and the final Hawaii
County Energy Sustainability Plan within [4weive (1 -2)] eighteen (18) months of
the passage of this Resolution."

September 7, 2006 Council meeting.
