HomeMy WebLinkAboutRES 419 Draft 03 2004-2006 MtY or I~.!'~ COUNTY OF HAWAII STATE OF HAWAII ~.Or.M'~' RESOLUTION NO. 41.9 ~D 6 Draft 3 A RESOLUTION REQUESTING THE DEPARTMENT OF RESEARCH AND DEVELOPMENT AND ITS ECONOMIC DEVELOPMENT COMMITTEE TO PREPARE A HAWATI COUNTY ENERGY SUSTAINABILITY PLAN. WHEREAS, currently Hawaii Island imports 87 per cent of its energy in the form of fossil fuels, and air, sea, and ground transportation alone consume approximately 122 million gallons of fuel per year; and WHEREAS, Hawaii Island is unique in that its electrical grid system is completely isolated and, to a large degree, dependent on imported fossil fuels for its electrical generation; and WHEREAS, Hawaii Island's dependence on a volatile world fossil fuel market puts it in a vulnerable and at-risk position to disruptions of market supplies which are completely beyond its control; and WHEREAS, the State of Hawaii has recognized the vulnerability of the entire State and has initiated positive steps through new legislation and administrative directives to expand the use of renewable and alternative fuels, require new State buildings to incorporate energy efficiency measures and achieve specific industry ratings, and mandate a percentage of new State vehicles to be energy efficient; and WHEREAS, Hawaii County has a vast array of natural resources that lend themselves to the production of electrical energy and transportation fuels, and thus afford an opportunity to employ alternative energy systems and reduce Hawaii Island's dependency on imported fossil fuels; and WHEREAS, the Hawaii County Council recognizes that there is now momentum and a tipping point has been reached for the County to seize current opportunities and take action to move Hawaii Island to a significantly higher degree of energy sustainability, with the first step of establishing a Hawaii County Energy sustainability Plan which will strategically guide policies, initiatives, and collaborative efforts to achieve a dynamic vision of energy sustainability for Hawaii Island; and WHEREAS, the Department of Research and Development has requested a total allocation of Ninety Thousand Dollars ($90,000.00) for fiscal year 2006-2007, to support the development of the Hawaii County Energy sustainability Plan; and _ WHEREAS, Council Member Pete Hoffmann has agreed to fund the majority of these costs and contribute the amount of Sixty-Five Thousand Dollars ($65,000.00) from the District 9 contingency relief account: NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Department of Research and Development, with the assistance of its Economic Development Committee, is requested to devise a comprehensive and strategic energy plan to be known as the Hawaii County Energy Sustainability Plan. BE IT FURTHER RESOLVED that the Hawaii County Energy Sustainability Plan shall include, but not be limited to: 1. A dynamic vision and mission statement; 2. Identification of existing mega-trends in the field of energy development, distribution, consumption, and price, with analysis of the applicability of these trends to local conditions and potentials; 3. Supporting data, statistics, and a clear description of current and future projections for energy demands within Hawaii Island; and 4. Clear goals and action steps for implementation by stakeholders involved in the Plan, to include, but not be limited to: a. Identification of opportunities and incentives for Hawaii County to enhance and maximize energy self-sufficiency and conservation and to employ renewable and alternative power resources and the use of biofuels within County facilities and Hawaii Island; b. Identification of major issues and recommendation of strategies to seek state-of--the-art solutions to Hawaii Island's energy challenges; c. Recommendations for appropriate enabling policy statements, guidelines, and standards to sustain our communities and the environment; d. Recommended protocols to mitigate impacts from new energy projects; e. Recommended public education efforts to support and enhance energy Sustainability, alternative fuel development, and use and conservatioc measures; £ Identification of potential funding, resources, personnel, and opportunities appropriate to support priority initiatives; and g. Establishment of a timeline for achieving the goals, objectives, and policies identified in the Plan. To the extent possible, the Plan should 2 identify measurable indicators related to the listed policies, including one- year, three-year, five-year, and ten-year outcomes. BE IT FURTHER RESOLVED that in preparation of the Hawaii County Energy Sustainability Plan, the Department of Research and Development and its Economic Development Committee shall consult with the following groups, including, but not limited to: 1. Community, business, and government representatives; 2. Academics and individuals with specialized knowledge, skills, and expertise within the following fields: power production and distribution, fuel products and production, energy efficiency, renewable and alternative energy sources and systems, biofuels, agriculture, planning, economics, economic development, industrial ecology, and environmental studies; and 3. The public through community meetings. BE IT FURTHER RESOLVED that the Director of Research and Development is requested to submit to the Hawaii County Council periodic progress reports on the status of preparation of the Hawaii County Energy Sustainability Plan; a draft Hawaii County Energy Sustainability Plan within twelve (12) months of the passage of this Resolution; and the final Hawaii County Energy Sustainability Plan within eighteen (18) months of the passage of this Resolution. BE IT FINALLY RESOLVED that the County Clerk shall forward certified copies of this Resolution to the Mayor of the County of Hawaii, the Director of the Department of Research and Development, and the Director of Finance. 3 Dated at x; i n , Hawaii, this 7th day of~an mt~ ber 2006.
