Waste Reduction Facility Design-Build-Operate
Monthly Update -August 23, 2006
¦ Solicitation and Contract Document Preparation
R. W. Beck Inc. and Hawkins Delafield & Wood LLP received comments from
the Short-Listed Proposers on the Draft Stage 2 RFP and Draft Service Contract
documents on July 31, 2006.
R.W. Beck Inc. and Hawkins Delafield & Wood LLP held conference calls with
each Short-Listed Proposer individually to discuss their comments and answer
questions posed by the Proposer.
County staff were informed of the substantive comments and strategies for
incorporating these comments were discussed.
R. W. Beck Inc. furnished the County with a draft of a letter to be sent to HELCO
to start a file that will ultimately result in a power purchase agreement for the
Project.
¦ Presentations and Workshops
The team met with the Council Committee on Environmental Management on
August 22, 2006 regarding the Stage 2 RFP, project status and key issues.
Follow-up information will be provided to answer questions posed by the
Committee and to give more background on the process to short-list and select
vendors.
¦ Project Schedule
Issuance of the Stage 2 RFP depends on direction provided by staff and council
during the meeting of August 22 and on feedback from Short-Listed Proposers.
The anticipated contract execution date continues to be March 2007.
¦ Action Items and Responsibilities
o R. W. Beck Inc. and Hawkins Delafield & Wood LLP will continue to
clarify and discuss Proposer and project team comments to the Stage 2
RFP and the Service Contract.
