REFERRALS
Comm. 1030: AN ORDINANCE AMENDING CHAPTER 25 (ZONING CODE) OF THE
(Bill 326) HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING
TO A UNIVERSITY DISTRICT (adds a new definition of "University" to §25-1-5
and adds a new division entitled "UNV, University District," to Article 7 "Special
District Re¢ulations")
From Council Chair Stacy Higa, dated August 20, 2006, transmitting the above bill.
Present provisions for zoning limit the ability for universities and colleges to provide
a complete and conducive environment and sense of community on campus. The
establishment of a "University" special district will provide greater flexibility in
establishing a mix of uses which are intended to enhance the campus environment of
a university or college.

Submitting Testimony: Those wishing to testify in person or by videoconference must register with the
County Clerk's staff. Those testifying in person and submitting written testimony at the Hilo meeting
should bring seventeen (17) copies of the testimony for distribution. Those testifying from the Kona or
Waimea Council Office should bring one copy of the testimony. Testimony may also be submitted (1)
by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912,
or (3) by e-mail to counciltestimony(a~co.hawaii.hi.us. Please submit a separate testimony for each
item. Copies will be distributed at the meeting when transmitted in a timely manner. All oral and
written testimony will be made a part of the public record.
Notice to Lobby: If you aze a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist. {Article 15, Section 2-913(b), Hawaii County Code} A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any month
or $275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials." {Article 15, Section
2-91.3(a)(6), Hawaii County Code} Registration forms and expenditure report documents are
