Your Committee on Finance, to which was referred Resolution No. 421-06, reports as follows:
Resolution No. 421-06, transmitted by Director of Finance William Takaba, via Communication
No. 1009, dated August 3, 2006, requests the Mayor to enter into negotiations with the Governor
and the Department of Land and Natural Resources to amend Executive Order No. 3665 to
reflect a change in public purpose for State Lands set aside at Kealakehe from a wastewater
reclamation field and North Kona Golf Course to a wastewater reclamation field and regional
pazk in West Hawaii.
This measure will reflect a change in public purpose and will provide a wider vaziety of
recreational opportunities for the people of West Hawaii. Amding Executive Order No. 3665
will set aside certain State lands at Kealakehe to be under the control and management of the
Department of Public Works, County of Hawaii, to reflect a change in public purpose from a
"Kealakehe Wastewater Reclamation Field and North Kona Golf Course" to a "Kealakehe
Wastewater Reclamation Field and Kona Regional Park."
Your Committee heard testimony in favor of this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 421-06
and recommends its adoption.
