Your Committee on Finance, to which was referted Resolution No. 423-06, reports as follows:
Resolution No. 423-06, transmitted by Director of Finance William Takaba, via Communication No. 101 1, dated
August 4, 2006, authorizes the payment of funds of a later fiscal year and more than one fiscal year fora multi-
year lease of Real Property for public parking and a bus stop/shelter in Kealakekua, South Kona, TMK (3) 8-1-
012:005 and 006.
The County administration wishes to enter into a five (5) year lease, with the option for an additional five (5) year
term, with the Revocable Trust of Fusae Kamigaki, for the use of the parcels identified as TMK: (3) 8-1-012: 005
and 006 in Kealakekua, South Kona, for use as a public parking lot and bus stop shelter, at a cost per parcel of
$10,937.43 per year, for a total cost of $21,874.86 per year, plus the waiver of the parcels' real property taxes
(present cost of $666.85 and $662.91 per year, respectively). Funds would be budgeted in future fiscal years to
cover the anticipated costs.
This five-year lease between the County of Hawaii and the Revocable Trust of Fusae Kamigaki, will allow the
County to construct a temporary off-street public parking lot to aid in the replacement of the undesirable on-street
perpendicular parking fronting the Kona Hongwanji Mission that the Department of Public Works would like to
remove; and to construct a bus stop facility that will include a bus stop/turn-out and bus shelter. The bus turn-out
area will remove the traffic congestion caused by buses stopping in the thru travel lanes.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of
funds from the appropriations of a later fiscal year and more than one fiscal year be approved by resolution.
Casey Yanagihara from the Department of Public Works, explained that the parcels would be used to construct an
off-street public parking lot and a bus stop makai of the Kona Hongwanji Mission. The parking lot will replace
on-street perpendicular parking in front of the Hongwanji and the bus stop, with a bus turn-out area, which the
County hopes will alleviate traffic congestion.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 423-06 and recommends
its adoption.
