Your Committee on Finance, to which was referred Resolution No. 424-06, reports as follows:
Resolution No. 424-06, transmitted by Director of Finance William Takaba, via Communication
No. 1012, dated August 7, 2006, creates a Clerk III position for the Office of the Corporation
Counsel.
The Office of the Corporation Counsel has experienced an overall increase in legal demands
placed upon them due to an increasingly litigious climate.
This increased responsibility means the support staff has also been called upon to perform
additional duties and to keep up with their daily work duties of the office. The introduction of
their document imaging system has revealed a need for an increase in clerical personnel to fully
utilize the capabilities of the hardware and software of the system. Also, as the role of
Corporation Counsel's legal clerks evolves into more legally challenging responsibilities, other
clerical personnel must perform the traditional clerical work. To allow the legal clerks to
dedicate their time to non-clerical functions, a new Clerk III position is being requested.
Funds will be made available in the Corporation Counsel's Special Counsel & Settlement of
Litigation account.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"Create positions...for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 424-06
and recommends its adoption.
