Your Committee on Finance, to which was referred Bill No. 323, reports as follows:
Bill No. 323, transmitted jointly with Resolution No. 425-06 by Director of Finance William Takaba, via
Communication No. 1013, dated August 7, 2006, amends Ordinance No. 06-79, as amended, the Operating
Budget, ending June 30, 2007. The amendment is as follows:

The State of Hawaii Legislature enacted Act 160, Session Laws of Hawaii 2006, known as the Supplemental
Appropriations Act of 2006, which in part, appropriated $1,000,000 to the County of Hawaii for the purpose
of controlling coqui frogs. The funds will be used for coqui frog infestations and assistance to communities; a
mini-grant program for community coqui eradication efforts; and Coqui Frog Work Group Partner's efforts.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for the Coqui Frog Eradication &
Control.
Billy Kenoi, Executive Assistant to Mayor Harry Kim, stated that the funds, which follows last year's initial
funding, will be split into community grants to purchase sprayers and chemicals, and to obtain matching
federal and state grants. Also, your Committee heard from Arnold Hara who explained current research and
other efforts made regarding Coqui Frog Eradication & Control.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 323 and recommends it pass
first reading.
