Opportunity Provider and Employer FC-42 Page 2 September 6, 2006 Comm. 1032: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION (Res. 437-06) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (transfers $50,000 from the Clerk Council Services -Contingency Relief account to the Department of Environmental Management for a Kapoho Wastewater Treatment Plant Facility Feasibility Studyl; and (Bill 327) AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (adds the Kapoho Wastewater Treatment Plant Facility Feasibility Studv nroiect for $250,000) From Councilmember Gazy Safarik, dated August 22, 2006, transmitting the above resolution and bill, which transfers discretionary funds from District 5. The funds will be used to supplement funding for a study on the feasibility of constructing a wastewater treatment facility serving Kapoho Vacationland Estates and Farm Lots, Kapoho Beach Lots and public restrooms at the Wai O Pae Marine Life Conversation District within Kapoho Vacationland Estates. Comm. 1038: RESOLUTION CREATING A BUSINESS MANAGER POSITION, A (Res. 440-06) CONTRACTS TECHNICIAN POSITION, AND A CLERK III POSITION FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT; and (Bi11330) AN ORDINANCE TO AMEND ORDINANCE NO.06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 {appropriates $117,192 to the Department of Environmental Management's Salaries & Wages ($104,922), Other Current Expenses 03,270), and Ec~uiyment ($9,000) accounts} From Finance Director William Takaba, dated August 22, 2006, transmitting the above resolution and bill. The three new positions include a Business Manager to provide common oversight for all of the Business Services Section's functions and to help to establish new policies and procedures as well as to improve and keep exiting policies current; and a Contracts Technician and a Clerk III to improve the timeliness and efficiency of drafting and processing the department's contracts. Funding for these positions and related costs will come from the increase in administrative charges derived from the Sewer, Solid Waste and Vehicle Disposal Special Funds. FC-42 Page 3 September 6, 2006 Comm. 1039: RESOLUTION CREATING AN ADMINISTRATIVE SERVICES ASSISTANT (Res. 441-06) POSITION FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT'S SOLID WASTE DIVISION From Finance Director William Takaba, dated August 22, 2006, transmitting the above resolution. The recent Legislative Auditor's audit identified insufficient staff to prepare the numerous contracts for transfer station enhancements and recycling efforts. This new position is needed to provide clerical and other assistance to the Solid Waste Division Chief, Engineering, and special programs staff. It will augment the current staff and will primarily be responsible for reducing issues that were identified in the audit. Comm. 1040: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE (Bill 331) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (appropriates $20,000 to the Department of Liquor Control's public programs account From Finance Director William Takaba, dated August 22, transmitting the above bill. These funds will be used to conduct programs for the public which promote compliances to liquor laws. These will include educational programs, youth programs, enforcement training, and promoting responsible drinking and driving. Comm. 1041: RESOLUTION CREATING A CIVIL ENGINEER IV POSITION FOR THE DEPARTMENT OF PUBLIC WORKS From Finance Director William Takaba, dated August 22, 2006, transmitting the above resolution. This position is essential to achieve the departmental goal of providing improvements to County roads, flood control and public service facilities to support the public's transportation and safety needs in a timely manner. The purpose of this position is to increase the Department of Public Works' ability to deliver Capital Improvement Program (CIP) projects and design services for its Highway Maintenance, Traffic, and Building Divisions since there is an anticipated steady source of CIP funding combined with Fuel Tax revenues to back future proposed projects. The U.S. Department of the Interior, National Park Service, through its Rural Fire Assistance Grant program, is providing an additional $9,335 to the Hawaii Ocean View Volunteer Fire Department, a subsidiazy of the Hawaii County Fire Department. The grant funds will be used to enhance fire protection capabilities of rural fire districts by providing fire suppression tools and equipment.
