From Controller Deanna Sako, dated September 6, 2006, transmitting a Report of
Transfers Authorized showing transfers made from August 16, 2006 through
August 31, 2006. Copies of the approved transfer forms are attached for reference.
Comm. 1031: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION
(Res. 436-06) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING
SAME TO A DESIGNATED FUND ACCOUNT(S) (transfers $5,000 out and from
the Clerk Council Services Contingency Relief account and credits same to the
Department of Research and Development Tourism Promotion, Miscellaneous
Contract Services account for The Great Waiomina Centennial Celebration)
From Councilmember Pete Hoffmann, dated August 18, 2006, transmitting the above
resolution, which transfers discretionary funds from Council District 9. These funds
will be used for The Great Waiomina Centennial Celebration, a statewide festival
consisting of art, music, cultural and culinary events focused around the paniolo
theme, as well as rodeos across the State.

Comm. 1057: AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED,
(Bi11336) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR
THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (adds the Kaumana Drive
Flood Protection Phase of the Wailuku-Alenaio Watershed Plan uroiect for $50,000)
From Finance Director William Takaba, dated September 5, 2006, transmitting the
above bill. Previously, the U.S. Department of Agriculture, Natural Resources
Conservation Service (MRCS) had provided $300,000 to the County of Hawaii for
reimbursement of consultant fees necessary to prepare a plan to provide flood
protection to homes along Kaumana Drive between Chong Street and one-half mile
above Wilder Road. The work is to be based on the Waipahoehoe Stream flood
analysis completed by the NRCS in 2003. The NRCS is now providing these funds to
meet the consultant's fee proposal and the extra work specified within it.
Comm. 1058: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION OF
(Res. 450-06) TWELVE (12) POST PADS AND FIFTEEN (15) BLEACHER PADS FOR
THE ANDREWS GYM (from the Andrews Athletic Association; estimated value
of $3.417.35)
From Finance Director William Takaba, dated September 1, 2006, transmitting the
above resolution. The post pads will be used to cover the gym support posts and the
bleacher pads will be used to cover the top of the first bleacher level. This will ensure
the safety of the children as the bleachers and posts aze very close to the baselines.
Comm. 1063: A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER
(Res. 451-06) INTO NEGOTIATIONS FOR THE ACQUISITION OF TAX MAP KEY PARCELS
9-5-017:007, 9-5-017:005, 9-5-016:025, AND 9-5-016:006, COMPRISING
APPROXIMATELY 785.161 ACRES OF LAND, COLLECTIVELY KNOWN AS
KAWA`A AND KAWA`A BAY, IN THE DISTRICT OF KA`G, PURSUANT TO
ORDINANCE NO. OS-166
From Councilmember Bob Jacobson, dated September 5, 2006, transmitting the above
resolution. The Kawa`a/Kawa`a Bay azea has been prioritized by the Public Access,
Open Space and Natural Resources Preservation Commission as number one, with an
88 percent criteria score, in its report to the Mayor dated April 5, 2006 and concurred
by the Mayor in Communication No. 909, dated May 18, 2006. Kawa`a/Kawa`a Bay
was designated by the Commission as Category A: "Lands or property entitlements
with high public interest, imminent needs for acquisition, and largest benefit to the
general public."

Comm. 1064: A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER
(Res. 452-06) INTO NEGOTIATIONS FOR THE ACQUISITION OF TAX MAP KEY PARCELS
9-6-001:006, 9-6-001:011, 9-6-001:012, AND 9-6-001:003, COMPRISING
APPROXIMATELY 10.195 ACRES OF LAND, ALSO KNOWN AS PUNALU`U
BEACH PARK AND ADJACENT LANDS, IN THE DISTRICT OF KA`C,
PURSUANT TO ORDINANCE NO. OS-166
From Councilmember Bob Jacobson, dated September 5, 2006, transmitting the above
resolution. The Punalu`u Beach Pazk and adjacent lands area has been prioritized by
the Public Access, Open Space and Natural Resources Preservation Commission as
number five in its report to the Mayor dated April 5, 2006 with a 70 percent criteria
score, and elevated to number two by the Mayor in Communication No. 909, dated
May 18, 2006, citing the fact that the County park, including the pavilion, is not
owned by the County government; and the importance of acquiring permanent
ownership for the planning of long-term improvements and infrastructure. The
Commission designated Punalu`u Beach Park, Category A: "Lands or property
entitlements with high public interest, imminent needs for acquisition, and largest
benefit to the general public."
