A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, there are three (3) United States Army Junior Reserve Officers' Training
Corps (JROTC) programs on the Island of Hawai` i at Hilo High School, Konawaena High
School and Kealakehe High School; and
WHEREAS, the United States Army JROTC program is designed to teach high school
students the value of citizenship, leadership, personal responsibility, service to the community
and motivates young adults in becoming better citizens; and
WHEREAS, for several years, due to the ongoing conflict in Iraq, funding from the
United States Army was substantially reduced and resulted in major problems regarding
inadequate funds to cover the cost of and participation by the Kealakehe High School JROTC in
competition and drill events on the Island of Oahu; and
WHEREAS, the funds will be used to cover transportation expenses and enable the
Kealakehe High School JROTC to participate in the 3-day "Adventure Team Challenge" at
Schofield Barracks in December 2006, as well as the "Kings Guard Drill Competition" in April
2007, two major events that, for the past several years, the Kealakehe High School JROTC was
unable to attend and participate due to inadequate funding.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL. OF THE COUNTY
OF HAWAII that the following amount is hereby transfetted and appropriated as set forth
below:

010.251.5251.39 Department of Liquor Control $4,000.00

BE IT FINALLY RESOLVED that the County Clerk of the County ofHawai`i shall
forward a copy of this resolution to the Director of Liquor Control and the Director of Finance,
and that the Director of Finance is hereby authorized to make the necessary transfers in
accordance with the terms of this resolution.
