Your Committee on Public Works and Intergovernmental Relations, to which was referred
Bill No. 317, reports as follows:
Bill No. 317, transmitted by Bruce C. McClure, Director of Public Works, via Communication No.
993, dated July 18, 2006, proposes a 3-way stop at the intersection of Middle Ke`ei Road and
Painted Church Road. Existing sight distance for motorists entering Middle Ke`ei Road from
Painted Church Road is 120 feet right and 170 feet left. Intersection sight distance requirements
for 20 miles per hour speed are 222 feet and 276 feet for 25 mile per hour speed. The proposed
stop will be a temporary measure until intersection improvements are completed.
The purpose of this bill is to amend Chapter 24, Article 10, Section 24-264, Schedule 12 (stop
intersections), subsection (f) Kona, of the Hawaii County Code 1983, (2005 Edition, as amended),
by adding the following (to be appropriately numbered):
O Middle Ke`ei Road, Painted Church Road intersection,
all approaches.
There was no testimony from the public regarding the proposed bill. Mr. Ron Thiel, Traffic
Division Supervisor, Department of Public Works, was present during the meeting, but was not
called upon for questions or comments. Your Committee members discussed the dangerous nature
of the intersection and expressed hope that a permanent solution would be implemented soon.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill No. 317 and recommends it pass first reading.
