Your Committee on Finance, to which was referred Bill No. 327, reports as follows:
Bill No. 327, transmitted jointly with Resolution No. 437-06 by Council Member Gary Safarik,
via Communication No. 1032, dated August 22, 2006, amends Ordinance No. 06-80, as
amended, the Capital Budget, ending June 30, 2007, by adding the following project:
ENVIRONMENTAL MANAGEMENT:
Kapoho WWTP Facility Feasibility Study 110.699.5690.09 $100,000.00
Kapoho WWTP Facility Feasibility Study-State 110.699.5690.10 $150,000.00
Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund- $100,000.00
Fund Balance and/or other Sources
State Grants Receivable $150,000.00
Funds will be used to supplement funding for a study on the feasibility of constructing a
wastewater treatment facility serving Kapoho Vacationland Estates and Fann Lots, Kapoho
Beach Lots and public restrooms at the Wai O Pae Marine Life Conversation District within
Kapoho Vacationland Estates.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee heard testimony in favor of this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 327 and
recommends it pass first reading.
