SUBJECT : RESOLiJTION AUTHORIZING THE ABANDONMENT AND QUITCLAIM
OF PAHOA-KALAPANA ROAD REMNANT TO THE STATE OF HAWAII
FOR THE KALAPANA GHANA ASSOCIATION (PAINTED CHURCH)
TAX MAP KEY NOS. (3)1-2-06: 033 AND 081
On January 8, 1997 we received a memorandum and map, marked Exhibit "B" and "C" respectively, from
the Planning Director that recommended the abandonment ofthe subject remnant. We have investigated
the matter and concur with their recommendation. However, because the remnant does not have a legal
right-of--way to describe its presence, we are submitting a Resolution that abandons and quitclaims the
road remnant to the State of Hawaii.
For your information, thf; road remnant has of no public value except as access to the property leased to
the Kalapana Ghana Association. By abandoning any interest we may have had in the road, the
Association would be free to use the road and develop the property as they see fit.
Your consideration and approval of this Resolution will be sincerely appreciated.

SUBJECT: Pahoa-Kalapana Road Remnant
Kalapana ohana Association (Painted Church)

We have received plans for additional development on this parcel.
The plans (see atl=ached) include parking improvements which could
become a liability to the County.
Although the plan creating this parcel and the access easement
from the existing Pahoa-Kalapana Highway does not show the old
road (see attache<9), records available within the Planning
Department and thc: Department of Public Works confirm the
presence of a remnant of the old Pahoa-Kalapana Road on this
parcel as well as on adjoining parcels. The Highways Maintenance
Division has continued to maintain the road remnant from the
access easement, northward to this remnant's intersection with
the existing Paho<1-Kalapana Highway (ends at guardrail).
This remnant betw6aen the access easement and the guardrail is not
needed. We recomrnend that you initiate proceedings to abandon
this remnant and klave it removed from the County's inventory. The
presence of the roadway impacts the proposed vehicular access,
circulation, and parking.
