Dear Sir: ((L~,
We would like to address this report to you, Mr. Holschuh, and to all County Council members.
We ON Security Guards at Spencer Beach Park in Kawaaft. We are direct witnesses to the use
of alcohol and drugs in the park and the abuse that results from this use. As Security Guards, we
are only on duty during the evening and night hours, and therefore have to witness a lot of illegal
activity which we are not empowered to do anything about.
On the weekends, especially, there arc a lot of family picnics, birthday lice, family reunions,
others just geeing togotherr We can have several hundred persons at the Beech at that time,
visiting for the day, At these parties, there is usually alcohol brought, and as the day goes on, we
have witnessed the following activities:
I . Family abuse with the husband usually attacking the wife.
2. Parents yelling and slapping the children.
3. One group of drinkers harassing a group of non-drinkers next to them.
4. Drinkers calling out one another to fight over something that was said,
5, Drinkers making whistling and making lewd, suggestive remarks to women because of the
way they look, or walk, in swimsuits.
6r Rubbish and beer bottles left all over the picnic areas and parking lots.
7. Parking can all over the area, especially in front of and blocking the stop signs, which then
cannot be seen behind high, lifted trucks.
S. Driving teoklessly, almost hitting other beach goers, parked oars, or signs.
9. Burning rubber as they leave the park.
10, Loud music from boom-boxes trying to outdo one another,
11. Drug needles left lying on the ground for someone to step on.
12. Security Guards being threatened or assaulted by those under the influence,
1, Parley, previously worked as a Security Guard at Hilo Medical Center, and I can attest to the
horror of Dr. Holechuh experiences in the Emergency Room, Witnessing the Code 500, the
broken bones and internal injuries caused by drunk drivers, the innocent victims always, always
an seriously injured or die. We have called the police many times to report when a group of
drivers, under the influence are leaving the park.
We support the NO DRINKING ALCOHOL law for all County Parks, and especially at Spencer
Beach Park. We have worked very hard to return the Park to a safe, family environment,
however, the violators always call in complaints because they do no want to be told about the
Park rules by the Security Guards. These people, who will not obey the rules, make up stories
about us, but we do give them the choice to stop the drinking, stop the drugs, and take the dogs
out, or leave the park. Since they do not want to stop their activity, they generally leave and are
trying to act us out of the park so they can come hack.

Now, SPeaw Beach Pads is a safe, family camping part once again, Marty campers cents
because they know we are here to protect them, and the word is spreading, We have campers
coming to enjoy Spencer Beach $nut all over the world, as well as our local families have come
back because it is now safe and @ee of drugs, dogs, and alcohol at eight. However, day visitors
can still drink sad cause problems. We have been offeobvc, because our campers come and
thank us for their safe nights sleep; they even write in our comment book which you are
welcoate to regd. Hnt the e~no Inaw and hope&lly, this law will help keep
day users of the Park safe,
