Dear Councilman Tyler,
That; you for asking for our opinion or, rice ;;~~=ding resolutions [174-97 and 18~-
97] to sell "road remnants" to adjoining lane ~~-.rs.
Our committee has long been on record a~ ~~I ro the routine sale of "old
government roads", turd so-called "road rttr~ unless it can he established
rrith certainty that such parcels do not hay ~~!ivit)~ ~-ith adjoining "road
remnants" that could be used as fuhrre i~nr~~ greenways, or multi-use
bikeways and trails Fven thoug}r these p~r, : ! ~ ~c,~ not be in use at present, and
even though the County of Hawaii mad ~Ir.~ ~ ~ ,date that it does not have any
future plans to use the parcel, wr shoulu ie; atefully to see if these parcels
may indeed have potential for future pry,,;: >ss of seemingly insignificant
parcels of land may break continuity foe f.~ i a: parks, greenways, of multi-
use bikeways and trails. Once lost we carp ~ ~r+n that these public right-of-
ways wi71 never be recaptured- Li our opiri ~ slue to the public of such "road
remnants" may far exceed any short ter~i ~ ~ .~~,e county, or benefit to the
adjoining, land owner,
From the information you faced it is song ~ dear as to whether these parcels
break continuity, on either side, beyond die- ~ ,_,;1,7cd boundap~. However, this
evening ( discussed F:esolutiorr J.74-9"i , - eJ(son, who lives nearby in
Kalapana, and ~.vho is a proponent of biG, ~ and public access. He is of
the opuzion~, that there is no sig;;ific~~t ,~~.:rr~ ~I~so, our committee should
have no objection regarding sale of t1.is ;~cr.
