RESOLUTION NO. ~ ~ ~ ~
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO
AN AGREEMENT WITH WAIAKEA ELEMENTARY SCHOOL, PURSUANT TO
HRS 46-7, FOR THE IMPLEMENTATION OF THE PROMOTING ALTERNATIVE
THINKING STRATEGIES (PATHS) CURRICULUM
WHEREAS, the Office of the Prosecuting Attorney have been awarded Title V: Incentive
Grants for Local Delinquency Prevention Program federal funding through the State Office of
Youth Services for the implementation of a community delinquency prevention program that
addresses bullying prevention; and
WHEREAS, early and persistent anti-social behavior was identified as a priority risk factor in
Hawaii County; and
WHEREAS, the community delinquency prevention program was offered to each school
complex and Waiakea Elementary School has agreed to participate in the Promoting Alternative
Thinking Strategies (PATHS} curriculum; and
WHEREAS, the PATHS curriculum facilitates development of self-control, emotional
awareness and interpersonal problem-solving skills and reduces aggression and behavior
problems; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments
obtain the consent of the council to enter into agreements with the federal or state governments
respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and
receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Office of the Mayor is authorized to enter into a Contract Agreement with
Waiakea Elementary School.
BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is authorized to sign
the above-referenced agreement and any related documents on behalf of the Office of the Mayor
and the County of Hawaii pursuant to the Hawaii County Charter.
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Office of the Mayor, Office of the Prosecuting Attorney, and the
Finance Department.
