Dear Chairman Higa and Council Members:
Enclosed is a bill for an ordinance amending Chapter 19 of the Hawaii County Code of
1983 (2005 Edition) relating to home exemptions.
The purpose of this measure is to assist in alleviating the shortage of available rental units
by allowing homeowners to rent a portion of their home as residential rental, and remain
in the homeowner class and retain their homeowner's exemption. Currently, if a portion
of a home is used for rental purposes, the property is automatically disqualified from
receiving these benefits.
