See. attach letter [notice to appear]. That hearing concerning, "WATER, FREE OF ALL CHARGE" [all maintenace etc.] and "STEVEN YAMASHIRO" mayor, diverting proceeds and income upon available lands, hearing dated October 22,1996. Because BALI WATSON did not give Aupuni 0 Hawaii, due process on October 22 1996 [order]. STEVEN YAMASHIRO mayor, and its administration [Water Department, acting like December 7, 1941, Jap sneak attack by turning off waters upon trust lands]. The authority controlling Hawaiian Home Lands is "BALI WATSON" and his action is negligent, and discriminative in allowing the State/County [TRUSTEES], to violate the Federal/State Compact. Furthermore, the third party beneficiary is aware of the authority in ~ 204, of the HHCA, however, the Commissioners are elected by government State/County and its people, and the record establish that the state and the Commissioners in the past have breach its trust to the beneficiaries of the Hawaiian Homes Commission Act. [See FEDERAL/STATE TASK FORCE]. More recently the slaughter of a native Hawaiian who protest against the Commissioner "KAL~I WATSON" by burning himself, "HERBERT tcnwnr.u SMITH", in his own home upon Hawaiian Homes Lands and it seems like the commissioners is continuing, in the future to see Native Hawaiian in Keauk.aha and Panaewa protesting with CLUBS LIKE ANCIENT TIMES against the government State/County and its people, "TRUSTEE" [voters of HawaiiJ, invasion with guns [police] upon Hawaiian Homes Lands Trust. 1 Comte.
