Especially concerning <br /> Punalu'u Black Sand Beach Park, no Honolulu like concrete jungle should be developed <br /> there. <br /> <br /> Rather, a Cultural Center, Educational Center, a University of Hawaii Oceanography <br /> Center and a Turtle Sanctuary are great alternatives rather than a massive concrete jungle <br /> in the area. <br /> <br /> I like a Turtle Sanctuary especially because you can charge tourists a fee to go into <br /> Punalu'u Black Sand Beach. A Cultural Center would also be profitable. Both entities <br /> could be run by Hawaii County which would provide revenues.
