1 am in strong support of Resolution 452-0.6 Authorizes the Director of Finance to Enter Into Negotiations for
the Acquisition of Tax Map Key Parcels 9-6-001:006, 9-6-001:012, and 9-6-001:003, Comprising Approximately
10.195 Acres of Land, also Known as Punaluu Beach Park and Adjacent Lands, in the District of Ka'u, Pursuant
to Ordinance No. 05-166. (Prioritized by the Public Access, Open Space, and Natural Resources Preservation
Commission as Number five Priority for purchase, with a 70% criteria score.)
Punalu'u Beach Park is one of only two easily accessible recreational areas within the entire district of Ka'u. Its
popularity is marked by family beachgoers from the neighboring communities of Pahala, Naalehu, Waiohinu,
Discovery Harbor, South Point Road, Hawaiian Ocean View Estates, Hawaiian Ocean View Ranchos as well
as the thousands of national and international visitors from afar. (Ka'u Preservation members and volunteers
conducted a visitor survey during April 2006. It was a continuous thirty-day, seven day a week, nine in the
morning to five in the afternoon ( 8 hour/4 hour shifts) for four weeks. The result, over thirty-four thousand people
came to Punalu'u.)
The bay provides fishing, swimming, bodysurfing and boating for everyone. It's warm "black" sand is a delight for
the "tiny tots". Cool breezes, sunshine and rejuvenating salty sprays attract many from sunrise to sunset.
Punalu'u is known as a documented nesting site for the Federal - State endangered honu'ea
(hawksbill sea turtle, Eretmochelys imbricata) and the threatened the honu (green turtle, Chelonia
mydas). ( Federal Endangered Species Act (1973), Marine Mammal Protection Act (1972) and State of
Hawaii Wildlife Policy: Hawaii Revised Statutes, Title 12, Chapter 195D). From late April to
December, they are seen daily, extremely exhausted from their long journeys to rest, digest their
food and lay their "eggs".
This vicinity was once a royal center for the ancient Hawaiian ali'i (nobles), maka'ainana
(commoners) and religious rites. Visible are rock walls, shelters, sustainable agricultural pens, and
cooking areas ...yet, sadly the ancestral burials are gone forever. (Bulldozed by C. Brewer for their resort
