The Committee For An Appropriate Transfer Station believes TMK: 3-9-2-150-060 (150-60) is an
inappropriate location for a transfer station. The parcel is situated in Kona South Estates subdivision. It
is 30 feet from the private property to the south and shares a common border with the private property to
the north and west with no buffer zones. This will detrimentally affect the lives of the property owners.
Using the neighbors land for buffers is unacceptable. Would you want a transfer station in your
backyard? A site should not be considered acceptable because it is assumed to have the least opposition.
It should be considered acceptable because the people living near the site are not opposed to it. A parcel
of greater acreage is needed to accommodate a transfer station with wide enough buffers away from
private property. We submitted many acceptable sites with greater acreage to DEM. The transfer station
is for the South Kona / Kau districts and should be put on state or county land to relieve the burden on
the taxpayers. In 1985 Solid Waste initiated the project to place a transfer station in the Milolii / Kahuku
area for the 900 residents. Work continued for five years without success. DEM needs to find a site that
would not generate severe neighbor opposition. Currently Ocean View residents travel a mere 1 I miles
to dispose of rubbish and recycle. TMK: 3-9-2-001-069 is also poorly located because it is too close to
Waiohinu, is in a very windy area, does not follow travel patterns and borders HOVE. There is only $1.3
million in Capital Improvement Project (CIP) funds for the design, permitting and construction of the
transfer station-recycling center. Not much money if the County has to purchase the land as well.
Proposed site 150-60 does not have sufficient line of site on the highway and is makai, which will cause
traffic problems. There is no county water for safety purposes at either location. The industrial chipper
will create loud noises and is a potential fire hazard. Methane emissions coming from the facility can
accumulate in structures on or off the site resulting in fires or explosions. Adverse effects to the
respiratory system, cancer, or damage to the nervous system are just a few of the potential hazards the
community will be subjected to. These are the important issues not being addressed, the lives damaged
by this facility. Without regular staffing to inspect wastes it is virtually impossible to provide assurance
that illegal items are not put in the waste stream. DEM has no architectural plans for this facility.
The County needs to offer better locations for recycling. Put recycling centers in convenient
locations like they are in other countries not just transfer stations. A recycling center put in our town
center near the post office; general store where most of us go would be a great chance for us to recycle
at the same time we do our other chores. This location will also give our visitors a chance to help
beautify Hawaii and recycle at everyone's convenience. No one should be left out of recycling. The
county contracts Business Services Hawaii. They can put a trailer out here to collect mixed waste. Make
recycling easy. The Ocean View Road Corporation has an industrial chipper and will accept green
waste. Privatization is the best solution to our landfill problems.
