It will take all of you working together to craft legislation that will result in good public health, safety, and general welfare. Now that you've had the opportunity to read Council member Isbell's concurrency Bills 328 and 329, 1 hope you now realize that it was a mistake to have defeated Mr. Hoffman's concurrency Bills 318 and 319 two weeks ago. As you can now see, Mr. Hoffman's proposed legislation contained essential elements that are not included in Bills 328 and 329. His proposed bills establish legal levels of service to be administered, rather than allowing administrators to arbitrarily set levels of service. His proposed bills exempted affordable housing projects, recognizing that such projects within Urban Expansion area will lessen commuting and, therefore, traffic. It was wrong for members of this Council to have favored a political agenda over the best interests of their constituencies. It was wrong to have played politics at a time when this community is suffering the consequences of rampant, unplanned growth. It is time to make amends. I ask that Bills 318 and 319 be reintroduced and referred together with Bills 328 and 329. All four bills contain elements essential for comprehensive and legally enforceable concurrency legislation.
