<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> August 23, 2006 <br /> <br /> <br /> Subject: Support for Bill No. 309 (Amendment E-4) <br /> <br /> Dear Chair Higa and members of the Hawaii County Council: <br /> <br /> I support Jacoby Development and its plans for a mix-use marina facility on <br /> the lands surrounding Honokohau. I am an ocean recreational user and <br /> although I representing myself with this testimony, I am active with Kai Opua <br /> Canoe Club and the Hawaiian Sailing Canoe Association. <br /> <br /> Let's face it, our harbors in this State will not see any expansion anytime <br /> soon. In reality, Jacoby Development's mix-use marina is probably the only <br /> opportunity this island will have for the next forty to fifty years. This 800-slip <br /> marina is needed now. <br /> <br /> Jacoby Development wants to build a road in the first phase of this multi- <br /> phased development that will immediately help Kona's traffic. Let's clear the <br /> way for them to do this. <br /> <br /> Bill 309 (Amendment E-4) will change all the DLNR land adjacent to the <br /> Honokohau Small Boat Harbor, including the Kona Kai Ola project site, from <br /> "Open" to "Urban Expansion Area."
