Dear Councilmember Chung:
Subject: Hilo International Airport
Noise Compatibility Program
In response to your letter of October 7, 1997, the Noise
Compatibility Program is a voluntary program which was initiated
by the State. Tlhe goal of the program is to disclose the extent
of existing incompatible lands and to define the limits of future
impacted areas i:n order to establish and maintain compatible land
uses within the :noise contours. The State Airports Division's
goals are to do this for land areas between 75 and 60 Dnl (day-
night average) contours.
The program also recommends noise abatement and mitigation
measures for devlelopments currently existing within the
incompatible use. The implementation of the recommended noise
abatement and mitigation measures is at the discretion of the
State and is dependent on available funds.
The recommendations that the State has implemented are:
• Currently engaged in design work for noise attenuation at
Keaukaha Elementary School.
• Monitors development proposals in the Hilo International
Airport Environs and discloses noise exposure maps to the
Community when requested.
• Discloses Airport Noise Impacts for Real Estate Transfers
when requested.

The other recommendations were not implemented primarily due to
cost. However, we have initiated a project to update the Noise
Compatibility Program by redoing the noise maps and re-examining
the alternatives for making air traffic more compatible with the
surrounding community. The Part 150 Noise Study will be done in
conjunction with the update of the Hilo International Airport
Master Plan.
