RE: Resolution No. 179
Your Committee, at its meeting of November 18, 1997, passed Resolution No. 179 which
urges the State Department of Transportation, Airports Division, to implement
recommendations as delineated in the Hilo International Airport FAR Part 150 Noise
Compatibility Program Report.
During the meeting, staff was requested to reseazch any economic disadvantages should
military training flights be diverted to other airports as recommended in the report. In
response to this request, I contacted Mr. Lazry Balbazino, Hilo Airport District Manager,
who informed me that the airport receives no direct funding from the military for training
flights; therefore, prohibiting their usage would not economically have an impact on the
airport. However, Mr. Balbazino did state that the airport does receive federal funding
for construction and recourse may betaken by the federal government for disallowing
military usage.
