Dear Chairman Higa and Council Members:
RE: Community Development Plan Steering Committee Members =
Section 15.1 of the General Plan (February 2005 ed.) provides for the
creation of community development plans and steering committees. This section
provides in pertinent part as follows:
The Planning Director or Council may initiate a Community Development Plan.
Each Community Development Plan shall have a steering committee composed of
members appointed by the mayor and confirmed by the council. The members
shall be broadly representative of the affected communities.
When the first community development plan steering committee in Kona
was empanelled, staff from the Planning Department performed excellent work in
recruiting, reviewing, and submitting applicant names to the Mayor for
appointment and to the Council for confirmation.
Given the uniqueness of the community development plan steering
committee vis-a-vis other County boards and commissions, we have concluded
the Planning Department is better equipped and experienced to recruit, review,
and ensure the filling of positions on these committees.
For this reason, the Office of the Corporation Counsel will not be involved
in the recruitment, reviewing, or submission of applicants for community
development plan steering committees. Of course, the Council may nonetheless
wish to have the Planning Department follow the recently enacted protocol for the
recruitment, review, and empanelling of board/commission members (see Office pp
Comm. No. ~30

wish to contact the Planning Department to see if a similar process may be
arranged.
For the future, please direct all inquiries concerning the Community
Development Plan Steering Committees to the Planning Department.
