SUBJECT: Honoli`i Gulch Acquisition
Enclosed for your review is a bill amending Ordinance No. 06-80, the Capital
Improvement and Financing Budget, by appropriating $2,000,000 for the acquisition of
approximately 7.425 acres of privately own property identified by TMK: (3) 2-6-026:003
and 004, (3) 2-7-014:001 and (3) 2-6-012:023, a portion of Honoli`i Gulch, South Hilo.
The purpose for purchasing the Honoli`i Gulch property is to enhance the Honoli`i Beach
Park by expanding recreational activities like canoeing, paddle boarding, fishing,
expanding trails along the river and creating an educational center geared to introducing
children to the natural and positive values of the land.

Enclosed for your review and recommendation is a bill amending Ordinance No. 06-80,

RE: Bill No. 353 : Amending Ordinance No. 06-80, as Amended,
Relating to Public Improvements and Financing thereof for the Fiscal Year July 1,
2006 to June 30, 2007.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
