RESOLUTION NO. X32 n6
RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF STATE
FUNDING APPROPRIATED BY THE STATE LEGISLATURE PURSUANT TO
ACT 281, SESSION LAWS OF HAWAII 2006, FOR NON-SCHOOL HOUR
PROGRAMS FOR CHILDREN AND YOUTH
WHEREAS, the State of Hawaii Legislature enacted Act 281, Session Laws of Hawaii
2006, which appropriated, in part, $52,000 to the County of Hawaii towards non-school hour
programs for children and youth; and
WHEREAS, these funds represent the 13% that was allocated to the County of Hawaii in
Fiscal Year 2007 based on the number of children younger than 18 years of age residing in the
county; and
WHEREAS, the legislature had found that there is widespread agreement about the
importance of establishing safe, structured learning environments for children and youth during
non-school hours as statistics show that rates of juvenile crime, drug use, and experimentation with
tobacco, alcohol and sex increase when older children are left unsupervised; and
WHEREAS, these funds will be used by the Recreation Division of the Department of Parks
and Recreation for Spring Intersession programs in communities where 50% or more of the school
students are eligible for free or reduced lunch; and
WHEREAS, these funds will also be used to hold Tour the Island Sports Clinics and
camping trips in each of the five recreational districts: South Hilo, Hamakua/North Hilo/Rural South
Hilo, North/South Kohala, Kona, and Puna/Ka'u; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments
obtain the consent of the council to receive and expend any funds or other assistance from the
federal or state governments in connection with projects being or to be undertaken pursuant to any
powers granted by law.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it authorizes the receipt and expenditure of funds for non-school hour programs for
children and youth, pursuant to Act 281, Session Laws of Hawaii 2006.
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Departments of Finance and Parks and Recreation.
